Poste :
The position will report to the Plant Manager. It will also require interface with HSSE central team and field specialist in the other entities within the SVL and VE organization. The Quality & HSSE Manager role covers the STLR activities in Tunisia.
- The role is responsible for managing integrated management system and HSSE under the supervision of Plant Manager.
- The role is responsible as well for implementing and monitoring site-specific Quality, health, safety and environmental operations and tasks at the assigned job site.
- The QHSSE Manager is the primary contact for employees and supervisors concerning QHSSE related matters and is responsible for the application of the SVL Quality, Health, Safety, & Environmental (QHSE) programs. This includes but is not limited to risk management activities, industrial health, applicable report writing, industrial QHSE compliance auditing, emergency response, QHSE training, QHSE program development, incident investigation and data trending and analysis. The QHSSE manager provides resources and information to STLR employees and management as needed.
- In addition, ensure quality insurance for Lubricant Supply Chain and maintain the ISO certificates and accreditations.
Principal Accountabilities
? Assist Plant Manager to develop and track QHSSE Plans as per SVL QHSSE priorities.
? Support line and SVL HSSE Manager to implement appropriate corrective actions for non-conformity
? Implement the SVL QHSSE initiatives and strategy as per SVL priorities and QHSSE Calendar, including in the focus areas of Proactive Road safety, safe warehousing standards, Contractor management, QHSSE Competencies, Process Safety and Hearts & Minds.
? Act as the secretary of the Plant QHSSE meetings chaired by the Plant Manager and attended by other local managers and supervisors.
? Support business manager in QHSSE reporting, and data assurance
? Implement SVL critical incident reporting guidelines and support line in incident reporting, investigation and RAP implementation including quality incidents. Support Accident Incident Investigations using various tools including Tripod. Monitor QHSSE performance. Cascade and share learning. Input and track incident data in (Isometrix).
? Prepare periodic performance reports and assist business Mangers in tracking QHSSE performance and KPIs. Collect QHSSE data for the plant and Input in Isometrix as required.
? Support line to identify and manage HSSE risks across the plant using HEMP and Case documentation development, and ensure updating, review and track Remedial Action Plans as required,
? Drive the development of HSSE culture to support effective risk management.
? Co-ordinate and assist the line to complete Health Risk Assessments (HRA) and meet other requirements for Health Manuals.
? Develop QHSSE audit schedules in line with SVL directions and coordinate QHSSE audits as per requirement.
? Track progress of the RAP for the Annual HSSE Business Assurance Letter and assist business managers in preparing the annual HSSE letter.
? Providing Emergency Response Support for the entity and Acting as the Emergency Response Advisor for the Plant. Plan and Coordinate drill for emergencies including medical emergencies regarding ERP.
? Carrying out facility Audits of the plant and facilities including green-banding process for contractors
? Follow-up environmental standards implementation including control air pollution and soil contamination issues according to its internal procedures and maintain its records.
? Meet any mandatory qualifications requirement by local law
? Act as the Security focal point for the plant Manage the Integrated Management System (SMI) according to ISO 9001: 2015 and ISO 14001: 2015 and ISO 45001: 2018 requirement.
Profil recherché :
This position requires a range of skills and knowledge including:
- Ability to coach and influence without formal authority or accountability.
- Effective interpersonal, communications and presentational skills.
- Understanding of the QHSSE-related aspects of local procedures and permits.
- Understanding of SVL QHSSE Management System (including standards and procedures).
? Undergraduate degree in engineering science (BAC+5), health and safety or related disciplines and a minimum of 2 years’ experience in QHSSE program administration.
? This requirement may be waived for candidates otherwise suitably qualified/ experienced. Experience of SVL/VE HSSE requirements and standards including the HSSE Control Framework is desirable.
? Candidates must be self-motivated and driven able to work independently with multi-interfaces including virtual teams across VE and SVL entities.
? Good people skills/ interpersonal skills are essential
? Previous Track record of LOBP Process / Design/ engineering/ operation and experience in HSSE Technical standards for Safety and plant operations is desirable.
? Experience in any or all of the following: Environment Protection, Health and Security is an advantage.
? Knowledge of English and local language is critical
? Supply Chain Management Discipline Knowledge is an advantage
? Analysis and problem Solving skills is a critical
? Ability to deliver through others skills is a critical
? Strong leadership skills is required
